Sheldon Fulton takes on the role of Executive Director of IPCAA
Sheldon Fulton was appointed as Executive Director of IPCAA on September 1, 2008. He is pleased to take on this new position and to continue to represent and promote active load-side participation in electricity markets. Sheldon has extensive experience with energy markets, including design assistance in the development of both natural gas and electricity exchanges in Alberta. This was preceded by work on clearinghouses and exchanges in London, New York and Sydney, which traded a diverse range of commodities including interest rate futures, stock indices, coffee/cocoa and sugar contracts, and oil and gas futures and options.
Most recently, Sheldon has held the position of Director of Market Structure at the Ontario Power Authority (OPA). This role involved assessing various Ontario electricity programs and procurements within a market context and providing subject matter expertise to support OPA initiatives. Since 2006, the OPA Market Structure Group promoted the transparency of the Ontario forward price curve by supporting dissemination of regular market information and facilitating forward energy auctions - encouraging the Natural Gas Exchange (NGX) to establish trade and clearing of Ontario-based electricity contracts.
Sheldon has also been involved in the Alberta Regulated Rate Option (RRO) in an Independent Advisor capacity, and other market design activities in the Alberta energy sector.
Sheldon has a Bachelor of Science degree in Mathematics and an MBA in Operational Research from the University of Manitoba.
